Providing safe, affordable and comfortable care for California’s seniors and adults with disabilities
Six-bed residential care facilities for the elderly (RCFE) and Adult Residential Facilities (ARF) are important parts of the state and nation’s health care system. They provide an alternative for elderly residents and adults with disabilities who are still able to take care of themselves for the most part, but need some supervision and assistance.
Without these facilities, elderly and Californians with disabilities would be forced to either continuing living alone, where injury and other accidents could happen, or large-scale facilities that are more institutional and expensive. The elderly and Californians with disabilities have the right to a comfortable, affordable and safe alternative to large-scale facilities and/or institutional setting.
More than 70 percent of these homes are minority-owned and women-owned and have a much better staff-to-patient than larger facilities. A significant number of six bed residents are on social security and choose a small, six bed facility because it is more affordable than a large-scale facility and feels more like a home.
